Can you please rephrase that for me?
Although advance deposit wagering (ADW) in Michigan did not make it in time for the first pole of the Triple Crown, it is now available for the final stretch of horse racing.
Despite ADW’s failure to go live in time for the Belmont Stakes earlier this month, TVG successfully launched in the Great Lakes State this week under a temporary license.
FanDuel Group’s brand is the initial third-party facilitator to comply with state regulations in providing online horse betting.
The operator of Michigan’s sole remaining horse track informed Playinmichigan that additional choices will soon be available for horse racing enthusiasts in the state.
Mike Carlo, operations manager at Northville Downs, expressed his satisfaction with the partnership, stating, “We are pleased to have established this partnership and are committed to serving the racing fans in Michigan to the best of our abilities. Considering the challenges posed by COVID, our current efforts are the best possible solution.”
Carlo says more Michigan ADW options on the way
Carlo has been given authority by regulators and the state’s two horsemen’s associations to enter into agreements with third-party facilitators for online betting.
On Friday, Richard Kalm, the Executive Director of the Michigan Gaming Control Board and the state’s horse racing commissioner, issued an order for Northville Downs to carry out ADW. Additionally, a second order was given to TVG, granting them a conditional 30-day license.
According to Mary Kay Bean, the spokeswoman for MGCB, TVG’s full licensure is contingent upon meeting the terms, conditions, and suitability standards outlined in the Michigan Horse Racing Act and the licensing order.
TVG, being the first to enter the market, is intriguing since it had no prior presence in Michigan unlike some of its competitors. However, TVG has not yet provided a response to Playinmichigan for comment as of Tuesday.
Carlo anticipates TwinSpires, which is owned by Churchill Downs, to soon go live as it undergoes the regulatory process.
This month, Carlo mentioned that Xpressbet and NYRA Bets were potential contenders for an early launch in Michigan. He anticipates their participation in the near future.
Carlo emphasized the significance, stating, “Getting one of them signed up was crucial, of course.” He continued, “Having accomplished that, we can finally take a moment to relax and confidently assert, ‘Alright, now it’s comparatively simpler to secure the second one.'”
Whitmer paved way for ADW in December
In December, Gov. Gretchen Whitmer signed expanded gambling laws in Michigan, which included the introduction of advance deposit wagering to the state.
In 1995, a modification was made to the horse racing law, enabling Northville Downs to engage third-party firms for the purpose of facilitating wagering on both live and simulcast pari-mutuel racing.
To engage in ADW, a bettor establishes an account with a third-party facilitator, enabling them to conveniently place bets using either a mobile device or computer.
In May, the Michigan Gaming Control Board made an announcement regarding the terms and conditions for licensing.
Licensing process holds up other companies
In May, Kalm established the terms and conditions for applicants of ADW. The outlined procedure is as follows:
- Submit an application for a license.
- Please submit a suggested operational plan.
- To obtain pre-approval for any suggested modifications to the system operation plan, kindly submit them to the executive director of the MGCB.
- To cover the expenses for background investigation costs, an application fee of $1,000 and a license renewal fee of $500 must be paid to the MGCB.
- Utilize and effectively convey pari-mutuel bets within a pari-mutuel system that fully complies with all Michigan regulations.
In 2019, Northville Downs collected more than $62 million in wagers, resulting in a $2.1 million tax revenue for the state. Simulcast races at Northville Downs are subject to a 3.5% state racing tax on all wagered funds.
The terms for TVG were undisclosed on Tuesday, and the proposals for other companies remained unknown.
The ongoing COVID-19 pandemic has resulted in the cancellation of all live racing events at Northville Downs for the entirety of the 2020 season.
Once Whitmer lifts restrictions, Carlo has mentioned that the track will be ready for harness racing in no time.
Carlo confidently stated, “Without a doubt, we are fully prepared.”
Michigan missed Belmont, ready for Kentucky Derby
Earlier this month, Carlo expressed his hope of having ADW live for the Belmont Stakes.
Unfortunately, on June 20, Tiz the Law crossed the finish line without any Michigan bets cashing in through ADW.
Due to the lack of live sports amidst the pandemic, horse racing is undergoing a resurgence.
In due time, we shall witness the emergence of various online horse betting companies across the state, coinciding with the upcoming Triple Crown legs.
The Kentucky Derby has been postponed to September 5th, while the Preakness Stakes has been scheduled for October 3rd.
